That "hazardous bridge" sign looks like one from Sabino Canyon (for all I know, it might be). There are no railings, the bridges over the creek are basically concrete-and-rock structures with a little bit of a lip (6-8 inches, maybe -- you can see one here, so it's actually pretty easy to fall (or bike) off of and get hurt. I guess that's the definition of "hazardous bridge."
I will admit, some of those signs made me laugh a whole lot louder than they should have...
